Background chatter

Hey Guys, Please help.........I cant get my background chatter to work.........i use the files from x atc or fs chatter    I created the folders, saved it, and assign to the the USA   nothing......anyway have complete instructions??  or if you have chatter files that work please advise.   This is a great program and I know its a small issues
